Starlink for fishing vessels in Mexico and Latin America 2026: coverage and pricing
The Latin American fishing fleet works some of the most productive grounds in the world: the Mexican Pacific, the Gulf of Mexico, the Humboldt Current off Peru and Chile, and the Colombian Caribbean. Until three years ago, connectivity in those areas was expensive, slow or simply non-existent beyond the first few miles offshore. Starlink Maritime has changed that picture significantly — but the Latin American vessel owner faces contract terms, pricing and coverage conditions that differ from the European market.
This article sets out the data available as of May 2026 so that an owner or skipper in Mexico, Colombia, Peru or Chile can make an informed decision.
Starlink Maritime availability in Mexico and Latin America
Starlink is available in the region’s main fishing nations. As of May 2026, the service operates at different levels of maturity depending on the country:
- Mexico: Available in both residential and Maritime versions. SpaceX has a direct commercial presence. Activation is done from Mexico with no need for a foreign account, through the Starlink website with a service address on Mexican territory.
- Colombia: Available. Direct activation from Colombia. Coverage confirmed on both the Caribbean and Pacific coasts.
- Peru: Available. Direct activation. Coverage along the Pacific coast including the main fishing ports of Paita, Chimbote, Callao and Ilo.
- Chile: Available. Coverage along the continental coast. The southernmost areas (Regions XI and XII) may have limited availability on certain plans. SERNAPESCA has begun accepting VMS over Starlink in pilot schemes.
- Ecuador: Available. The fishing fleets of Manta and Esmeraldas have access to the service.
- Argentina: Available. The fishing fleets of Mar del Plata and Puerto Madryn have operational coverage.
- Venezuela, Bolivia: Limited or unconfirmed availability as at the date of this article.
Indicative 2026 pricing
SpaceX bills Maritime plans in US dollars across the whole region. Residential pricing is invoiced in local currency in some countries, but the Maritime plan is always billed in USD.

In Mexico, at a reference exchange rate of 17-18 MXN/USD, the entry plan works out at around 4,250-4,500 MXN per month plus the hardware cost. For an offshore shrimping vessel running 30-60 day trips, that monthly cost is lower than the VSAT plans many owners were paying until three years ago.
The portable plan (Starlink Roam or Mobility) is cheaper — between 50 and 150 USD a month — but it is not the correct plan for professional maritime use. The difference is detailed further down.
Coverage across the main Latin American fishing grounds
Starlink coverage is built on the LEO constellation of more than 6,000 satellites. That means effectively global coverage between 75°N and 75°S, which includes every ground relevant to Latin American fishing.
Mexican Pacific
The Mexican Pacific is the country’s most important fishing area. The shrimping fleet of Sinaloa and Sonora, the tuna vessels of Ensenada and Mazatlán, and the sardine and squid grounds of Baja California all have confirmed Starlink coverage. The constellation covers up to 1,500-2,000 km offshore without interruption, which reaches the main deep-water grounds.
Tuna vessels working the Eastern Tropical Pacific — the zone between Mexico, Costa Rica and the Galápagos Islands — have continuous coverage. Fleets accessing that area under the Agreement on the International Dolphin Conservation Program (AIDCP) can use Starlink to transmit observer data and catch traceability records.
Gulf of Mexico
The Gulf shrimping fleet, concentrated in Campeche, Tabasco and Veracruz, works continental shelf waters at depths of 20-80 metres. Starlink coverage across the Gulf is complete. Most of the fleet stays within 100-150 miles of the coast, a distance at which the service performs with full consistency.
South American Pacific
This is the region’s highest-volume fishing area. The Humboldt Current supports one of the largest anchovy fisheries in the world (Peru) and a squid, hake and pelagic fleet of major economic importance in Peru and Chile.
Starlink coverage along the Peruvian coast is complete from the Ecuadorian border to the maritime boundary with Chile. For the purse seine fleet working close inshore and the industrial squid fleet that may range 200-300 miles out, the service has operational coverage. The Chilean fishing fleet working between Arica and Puerto Montt has equivalent coverage.
Fleets operating in the far south of Chile or in sub-Antarctic waters should verify coverage for the plans available at that latitude, as some plans carry geographic restrictions.
Colombian and Venezuelan Caribbean
Colombia’s artisanal and offshore fishing fleet works mainly in the Caribbean between Santa Marta, Cartagena and the Gulf of Morrosquillo. Starlink coverage in that area is complete. The longline fleet reaching the waters of Providencia and San Andrés also has coverage.
In Venezuela, availability at the level of direct sign-up is more limited. Venezuelan fleets operating in international waters can access the service, but activating local accounts involves more friction than in other countries in the region.
Concrete use cases for the LATAM fishing fleet
Tuna fleet in the Mexican Pacific
A 60-80 metre tuna vessel with 20-25 people aboard and 30-45 day trips is the use case where Starlink Maritime delivers the greatest return. The specific needs are: crew communication with their families (critical for retaining people on long trips), position data transmission for CONAPESCA’s VMS-SAT system, coordination with the owning company and, in some fleets, transmission of sea surface temperature data to optimise the search for shoals.
A 1 TB monthly plan at 500 USD covers those needs with room to spare. For a vessel generating several million pesos in catch per trip, that cost is operationally irrelevant.
Offshore shrimping fleet in the Gulf
The Gulf shrimping fleet is Mexico’s largest and one of the slowest to adopt broadband connectivity. Trips are long — 30-60 days — crews are 4-8 people and the vessels have a high average age. The crew welfare argument is the most powerful one for convincing owners reluctant to spend on connectivity.
A CONAPESCA study published in 2024 identified difficulty recruiting crew as one of the shrimping fleet’s main operational problems. Being able to speak to family daily changes that variable directly.
Regional VMS compliance
Each country has its own fisheries control agency:
- Mexico: CONAPESCA runs the VMS (Vessel Monitoring System). Vessels over 10 GRT in national waters are required to transmit position every two hours.
- Peru: PRODUCE oversees the monitoring system. The rules require hourly transmission for larger vessels.
- Chile: SERNAPESCA operates the VMS. It began Starlink integration pilots in 2025-2026.
Starlink Maritime has the bandwidth needed for VMS transmissions in any of these countries. What varies is whether the country’s regulator formally accepts Starlink as a certified transmission medium, or requires the use of an approved VMS provider that uses Starlink as its data transport. In most cases owners contract the VMS with an approved provider and the data connectivity with Starlink separately.
Differences from residential Starlink the owner needs to know
This is where the market generates the most confusion. There are three distinct plans a Latin American owner may see advertised:
Residential plan: Designed for a fixed address on land. Not authorised for use in motion or on water. Using it on a vessel technically breaches the terms of service.
Roam or mobility plan: Allows use in motion on land. Does not include support on water. It may work within the first few miles of the coast with the vessel stationary or moving slowly, but without official support and at risk of account suspension.
Maritime plan: The only plan designed and authorised for use aboard vessels in motion, including on the high seas. The hardware — the Flat High Performance terminal, or the Standard with maritime firmware — is optimised to work with motion, swell and constant changes of orientation. An owner who activates a portable plan to save money and fits it on a fishing vessel is taking a real operational risk: if the terminal fails or the account is suspended in the middle of a long trip, there is no support.
The Maritime plan hardware — the Flat High Performance — carries an upfront price of around 2,500 USD, significantly more than the standard terminal. That difference reflects a design built to withstand the vibration, corrosion and working conditions of a fishing vessel.
What the Latin American owner needs to decide before signing up
Three concrete questions to guide the decision:
How far offshore does the vessel work? If it fishes within 50 miles of the coast on short trips, a portable plan may be enough for basic needs, accepting the risks described above. If it works the high seas or runs long trips, the Maritime plan is the only serious option.
How many people are aboard? With fewer than five people and basic communication needs, the cheapest plan covers the demand. Crews of 15-25 need the higher-capacity plan so bandwidth does not become a bottleneck.
Are there VMS requirements? If the country’s fisheries agency requires certified VMS transmission, check with the approved VMS provider which communications infrastructure it accepts before contracting Starlink separately.
